Feeding them just seems to encourage them to spread and increase their numbers... much like the nuisance that comes from feeding vermin like the pigeons. 

Since communities do not seem to pass ordinances against feeding them, at least you can purchase and display this sign so your fellow residents can voluntarily do the right thing.
